REQUEST FOR QUALIFICATION (RFQ) FROM PROSPECTIVE INVESTORS TO FINANCE, UPGRADE, REHABILITATE, OPERATE AND MAINTAIN THE NATIONAL FIRE DATA REPOSITORY CENTER ENTERPRISE UNIT UNDER A PUBLIC PRIVATE PARTNERSHIP (PPP) ARRANGEMENT.
Background/Introduction
In 2012, it came to the notice of the Federal Government of Nigeria (FGN) that despite the clear provisions of the Fire Service Act 1963 regarding Fire Safety Regulations in Nigeria, the level of compliance with the regulations by the public and the ministries, departments, and agencies (MDAs) of the FGN has been very low. The result has been uncontrolled fires especially within the markets, public and private buildings and structures. Through a Presidential Circular Ref SGF/OP/1/S3/1X/331, the FGN directed the FFS to commence the enforcement of the Fire Safety Regulations in public and private residences.
Following the directive, the FFS established the National Fire Data Repository Center (NFDRC) in 2012 to provide the platform for the implementation, and a system to allow the Federal Fire Service (FFS) provide value-added services to enhance revenue generation.
The Call and Response System feature of the NFDRC, which sends one-way messages to inform the FFS and the public of an emergency, is designed to ensure speedy detection and rapid response to fire emergencies in Nigeria.
Pursuant to the above, the Federal Fire Service hereby solicits Request for Qualification (RfQ) from suitably qualified firms to submit proposal of Qualification to finance, upgrade, rehabilitate, operate and maintain the National Fire Data Repository Center Enterprise Unit
Request for Qualification (RFQ)
This RFQ is the qualification stage of the PPP procurement process for the Project, and interested firms/consortia are expected to meet the qualification requirements specified in the RFQ package. Only qualified parties shall be invited to the Request for Proposal (RFP) stage. Qualified parties shall execute a Non-disclosure Agreement prior to being issued the RFP bidding documents.
Eligibility Criteria
Pre-qualification of interested parties shall be based on the eligibility criteria stated in the RFQ package, which shall be available for download from the websites of the Federal Fire Service www.fedfire.gov.ng and ICRC (www.icrc.gov.ng) respectively.
Submission
Completed RFQs must be submitted in Six (6) copies in a sealed envelope clearly marked “REQUEST FOR QUALIFICATION AS THE CONCESSIONAIRE TO FINANCE, UPGRADE, REHABILITATE, OPERATE AND MAINTAIN THE NATIONAL FIRE DATA REPOSITORY CENTER ENTERPRISE UNIT UNDER A PUBLIC PRIVATE PARTNERSHIP (PPP)”.
